Northern creative highlights: Culture for Cities and Regions went to Oulu
Between 7- 9 June, as part of the Culture for Cities and Regions initiative, a team of coaches visited Oulu, to help the city develop its new cultural strategy. Changes in funding and organisation structures at national level and municipal level, and Oulu’s enlarged neighbourhood (having absorbed some surrounding municipalities into the city) were key points to consider. A European Capital of Culture bid for the year 2026 will also be a key feature of the plan.
The visiting team included Pau Rausell-Köster, a professor at the University of Valencia; Tom Fleming from TF Creative Consultancy in London; Kurt Eichler, head of the department of cultural affairs of the city council of Dortmund; and Esteve Carames, strategic policy advisor for cultural affairs from Barcelona.
Oulu has significant resources for the development of culture and the creative economy. The idea that culture can be a vector of urban development is well-understood and shared by policy makers and local cultural stakeholders. Given the current context, it seems a good time to influence the strategic directions of municipal policy in terms of cultural policies and decisions.
